Firstfloor Energy Positive, LLC (“Firstfloor”), a North Carolina limited liability company requests Statements of Qualifications (SOQ) for the services of a Design-Builder (“Design-Builder” or “Respondent”) for the construction of certain water and sewer lines and stormwater facilities (together with specific replacement road facilities, including curb and gutter, required for the construction of such water, sewer, and stormwater facilities) (“Project”) in Elizabethtown, North Carolina. Additional roadwork may be added to the scope of the project if additional funding is obtained in the future.  

The Request for Qualifications (RFQ) package in electronic (PDF) format shall be requested from Asher McGlothlin, Contract Purchasing Agent, by email at [email protected]. Firstfloor is not responsible for full or partial sets of RFQ documents, including addenda, obtained from any other source. Respondents shall send one (1) electronic file of the complete SOQ package in PDF format to [email protected] no later than 4:00 p.m. Eastern Standard Time (EST) on Thursday, May 30th, 2024 (the “SOQ Submittal Due Date”).

The Respondent’s name and reference to this RFQ should be clearly displayed in the submittal file name. It is the Respondent’s responsibility to request a return receipt. The file size of PDF submissions should be no larger than 12 MB.   It is the sole responsibility of the Respondent to ensure receipt of its Statement of Qualifications (SOQ) by Firstfloor by no later than the SOQ Submittal Due Date. Submittals received after such due date and time will not be considered. Confirmation of receipt by email can be made directly to the Contract Purchasing Agent.
